This is the old Connecticut State motto:
Sustinet Qui Transtulit, whch has now been changed to
Qui Sustinet Transtulit
and appears to be based on the 80th Psalm: "Thou hast brought a vine out of Egypt..."
Freely translated,
Sustinet Qui Transtulit means He who transplants sustains (the transplanted).
